The CIA and their tactic to discredit any negative information as crazy conspiracy theories. Conspiracy wouldn't be against the law if it never happened.

Generally, someone trying to make an ideological point and has very little concern for the truth. No doubt, there are some genuine conspiracies but most rely on outright lies.
