Also, does it affect the files saved on the hard drive?

No it will not. More information is actually needed to give a complete answer. Are you re-installing to add additional windows components or to Upgrade to a new version of windows, or Is your install corrupted in some way?

None of the above situations will cause you to lose your programs or data. Sometimes upgrading to a new version of windows will cause an old program to not work (if it is not compatible with the new version of windows)

Your hard drive should be safe unless you need to reformat the drive. Reinstalling windows does not require you to do this.

Yes and no. All of the System software will be erased. Third Party software will remain, but many of those create entries in the registry and when Windows is reinstalled, you'll get a new registry. So Windows won't know about those softwares.

the short answer is that it will not delete anything from your harddrive but rather it creates another instance of windows. This new instance of windows will not have any of your software installed. But the previous version of windows will still have everything. You can even access your old files by going into my computer-->c:--> windows-->documents and settings--> (your old user name)--> my documents or wherever else your docs were located.

For all practical purposes, the new version will require fresh installations of all your software, but you still have the option on startup to load the previous version of windows that has all the software and documents installed. Just remember that the first instance of windows is taking up space on the harddrive which you may want to get rid of. Hope this helps

Depends if it is a full reinstall or a repair install, either way back up all important files first.

there is a way to do it, i think it's called "update" or something, it's in the installer. But be careful if you click install or reinstall it will delete everything.
