so, what do you want from us?

If you can't pay him back, maybe you shouldn't have borrowed it in the first place.

I would suggest that you give him a little something, as an act of good faith.

How long ago did you borrow the money? Wether he is secure or not doesn't really matter, it is his money. You should always try and pay someone back as quickly as you can, if it's absolutly not possible offer to give him something as colateral until you can get the money to him. Let him hold onto your watch, or favorite shoes - anything to give him a bit of piece of mind.
Even if you have to pay him back a little bit of a time, you should try to do it in a timely fasion.
I've lent people money where a year will go by, and I see them spending money they obviously don't need to and they still say they can't pay me back. I find it very disrespectful.

Why do include white guy in your question? Would the situation be different if this guy was another race? Seeing this flaw in your personality would lead me to believe I might not get my money back too.
Regardless, if you make an agreement with someone, you should honor it. If you can't at the present time, try to make partial payments, or offer something you have that he can keep until you can afford to pay the money.

White, Black or Brown not an issue, however, you have to tell the lender when you will give it back. To promise something in time does not mean a thing, that is why he does not believe you.
Go borrow the money off family and pay the original lender back his money. . .problem solved, it is called refinancing.

Then borrow money from someone to pay this guy back. This time, borrow money from someone who will trust you.
Also - pay them back something! Even if it's 5 dollars a week - start paying.

You borrowed it, you pay it back. On his time scale, not yours.

You should at least start giving him a small amount back each week if nothing else.

Pay him back ASAP. What does his skin color have to do with anything?
