It isn't free of charge, but their charges aren't exactly stiflingly expensive...and they are very safe. I've been using paypal for 4 years now and no complaints so far..Fingers crossed! You can cancel your account - just go to help and follow instructions. They don't take money out without asking - only when you make a payment via paypal

It's very safe and there is a small admin charge. If you don't use it then you have no need to cancel. They most certainly will not take money without you saying so, besides it will only be of use if you buy from a site and that is the preferred method of payment.

paypal is free to view your balance and send payment and to receive payments (on personal account; business account they take out a small % to receive funds). In case you don't like it paypal has a link in their site map to cancel your account.
paypal is as safe as you make it (don't give out your password and don't buy things that look fake or to good to be true.
I have used it tons of times with no problems.

Paypal is safe as long as you are not stupid and give anyone your password.
Paypal makes sure you never give ur credit card details to who you are buying off.
Paypal does charge if your selling but not if your buying.

For sending money / paying it is totally free.
If you are receiving money / selling, there are fees involved, but it sounds like you are buying.
It's safer than using a card, as the merchant never sees your card details, just your email address,
Yes, it's free to view your balance.
Yes, it takes money from your account, of course, that's your funding source.

Yes and yes. I have used it hundreds of times with no problems and if orders have been cancelled then the money was returned straight away.

DEF not free as such they charge a fortune, although safe I admit, I wouldn't use them anymore as they hold all the cards, beware !!!
