Probably. When I was growing up, I had a best friend who is dark skinned and black, with light blue eyes. Her oldest brother, equally dark skinned has light blue eyes. Her older brother and sister had one blue eye and one brown eye. The strange thing is the blue eye would change seasonally from having a speck of brown until it was completely brown, then it would start all over again until it was completely blue, like a pie chart changing color. This happened with both her brother and her sister. My friend has two children who both have blue eyes. I want to emphasis that they are black and dark chocolate in skin color. I have no idea how this happened genetically, but I felt lucky to know this family. Believe me, I didn't make this up. I want to add that in Australia, there are dark skinned Aborigines who have blond hair and blue eyes. This family had facial features similar to Australian Aborigines.

Yes, I've known them & have seen every combonation you might imagine. It's genetics: like a shuffling of a deck of cards. Place all 13 clubs on the table face down. Add 2 red aces face down. Let's say these rep. light eyes.
Mix all the cards. Now, blindly pick 2 cards (as in "blind chance"). Usually you'll draw 2 dark cards/eyes, right? This is the "dominant" odds making this outcome more likely. When, occasionally, you draw a red (light-eyed) card this reps. a child born with light eyes to parents with dark eyes (or, perhaps skin). The light eyes "popped up" because someone before the parents were born had them, too. This trait "hitchhiked" through the family lineage until the shuffle "delt" this "hand" to the newborn.
We're all cousins, Sister!

Yes its possible very. Look at the Portuguese, they have very st rage light eyes. Many black people, etc.... are born with light eyes. I guess the genes are in their past somewhere and work out that way.

Yes, it's just uncommon. Green eyes are rare by themselves, and rarer in dark skin.

I worked with a black guy, and he and his fiance both had almost gold eyes, and another friend of mine had green eyes , while one of his children had blue green. It happens, just not that common.
