The goal of the Japanese at PH was to cripple the US navy and allow them to gain control of the natural resources they felt they needed before the US navy was rebuilt, in the hopes that the US would, at that point, rather let the Japanese keep what they had gained than face a bloody struggle to expel them
The goal of the Germans in Barbarossa was to exterminate the Russian people so that they could take the land themselves. Given that the Japanese had no plans to conquer the US, much less to kill us all, Barbarossa was clearly more aggresive

Hard to be compare.
Pearl Harbour was only a fierce attack lasted only hours, and the effect of it was only temporary as even 5 battleships, 3 destroyers, 3 cruisers and 188 planes were destroyed the carriers were out of base, so after a while the USA could strike back (at Midway-islands, June 4 to June 7, 1942).
Operation Barbarossa was the invasion plan of the Soviet Union and lasted from June 1941 to December 1941.

If you compare the effects of these events I should say: Pearl Harbour as for the public it was unexpected and it had changed the view of the American and this attack spurred the US into entering World War II.
In spite of this the fact that Hitler is going to attack of the Soviet Union was only a matter of time.

Operation Barbarosa...no hesitation on that. Barbarosa was the complete invasion of Russia lasting several years. The cost in terms of lives and money was enormous. Pearl Harbor was a devastating attack on the US, but it was nonetheless an isolated Japanese attack. Very different events in history that truly cannot be compared to be honest...

An invasion of Russia has never been successful. It's too big, and brutal in the winter.

Pearl Harbor was a difficult trek unnoticed but nowhere near the level of Barbarossa

I honestly BELIEVE PEARL HARBOUR was the HARDEST for the JAPANESE ATTACKED Our SOON 50th STATE HAWAII, it WAS A SURPRIZE ATTACK!!!!!

It LASTED 2 HOURS!!!
