Huh? Of course we have to continue. We have to continue security measures, homeland security things, intelligence, police actions, etc. Win is a different story-- how do we count a win? That would mean we have no terrorist threat or attacks. That may take some time. The war on terror is like the war on drugs or "war on..." things. They're threats to our country but not a "traditional" war against another country.
If you're talking about the war in Iraq, a different story and that's not really the war on terror.

STOP IT NOW if you mean Iraq. The war on terror ends when the terrorists no longer terrorize.

Have you really thought out your question?
Your question boils down to "Should terrorists be allowed to kill people without consequence?"
I believe we should do everything in our power to stop terrorists and should continue this "war on terror" until terrorism is seen as an ineffective tool.

then who will stop them? They always see us as their enemy. If they have chance, we will be blew apart! Ignoring them is not a solution. Pres. Clinton ignored them for 8 years, now they are so powerful that we cannot ignore anymore! We may end of the war as long as Iraq government can deal with their security. We may not eliminate all of the terrorists but at least kick them out of Iraq!
