What is the correct term too describe the position that the United States has over Puerto Rico as in, " Puerto Rico is a ? of the United States".

The two answers of "colony" and "welfare state" are incorrect. Puerto Rico is a territory. Just like the Phillipines and Guam.

Puerto Rico is a territory of the United States. The people are U.S. citizens but do not have a voting member of congress.
