However,it will just turn off and on repeatedly.How do I fix this?I am not very good at this computer stuff so please take me step by step.Do I have to restore it?If so,how?I might add new things to this question

You have had some kind of failure...either your Windows has gotten corrupted and won't boot or your hard drive has died or crashed. Either way there really isn't a good way to explain to you how to fix it...especially since it could be one of many different problems. Plus if you have any data that you interested in saving (documents, pictures, music, etc) then it would probably be easier to take it to a computer shop or someone you know to have it fixed. If you live near KC I will look at it for you.

Kk well as was said before, there are lots of things that could be happening here.
First, lets try and get it working in safemode.
When your computer turns on, you have to keep on pressing f5 untill you get a menu up (don't wory about pressing it to much, the only thing that you might break here is your keyboard)
There are quite a few options in this screen, just select the safemode one, don't wory about the safemode with networking ones or stuff like that.
Just enter on that and hope that it boots.
Lets now hope for the best and assume that it has booted up.
You should now be at a desktop; but this will look quite a bit different to windows, so dw if it does, its just to do with your graphics driver beeing loded differently
If this does work, you should try your best to back up some of your files like documents and stuff like that.
We'll now try doing a system restore, to make it boot normally.
Whilst still in safemode, click start - all programs - acsessories - system tools - system restore.
Click the box that says restore my computer to a previous point and then do next.
You'll now get a screen with different restore dates on it (xp says its a callinda type screen) click a day on the left that is in bold and then select a restore point for that day on the right.
Then click next and follow the instructions on the screen.
It will shutdown and then turn it on again and hope that it boots; dont try going into safemode this time to see if this has worked.
If the system restore didn't work, go into safemode again.
This step assumes that you have a windows xp cd handy; i kno this isn't exactly something for a newbe, but there you go.
Put the disk in and cancle anything that comes up.
Once you've done that, click start and then run.
In this box, type (with out the quoats) "sfc /scannow" and press enter.
This scans all your system files and if it finds something wrong it will copy a fixed version from your xp disk.
If it won't boot into safemode then just take it into a shop and give them your money, not that much though.
Have them take your harddrive out and then put it into a different machine and ask them to back up all your stuff onto cd or dvd.
Then get them to fix the problem.

You won't like my answer. You've suffered a core windows failure. Probably from installing a corrupt driver or virus/malware. Hardware failure is also possible, but much less likely.
Doing a repair is beyond your skill; you'd have to understand command line arguments, etc.
If you can't boot into safe mode and use system restore to roll back your system to before the issue arose, you're going to have to reload Windows. That means reformatting the disk and doing a fresh install.
If you have data on the disk you can't lose, you'll have to pay someone to recover it (or physically put the disk in another computer and draw the data off yourself).
Odds are, you're going to have to have skilled help.

try to start up in safe mode. When the computer is starting, keep pressing the F12 key(i think it's f12) and see if this works. If not then yes, you will have to restore it.
