A rule of thumb often used by chemists is that reaction rates double for every 10 degrees C by which temperature is raised. Is this true?

I use 11C. For many reactions this is true.

No. It probably holds true for kelvin (C+273). Celsius is based on the boiling and freezing points of water, which is not relevent for other reactions.
