White spots usually mean that your fish has ich, which is parasite. It generally looks like your fish has been dunked in sand. This will also account for the sluggishness of your fish.
You can buy treatments for Ich at the petstore, but I don't recommend them, because they are very harsh on your fish. Instead, use salt to treat. Add one teaspoon of aquarium salt for each gallon of water, disolved first in a cup of dechlorinated water. After 2 weeks at this salt concentration, the ich will have been eradicated. You can increase the temperature by a few degrees to speed the process.
You will need to keep his water clean and warm for him to recover properly. I suggest you get a clean turkey baster and every day, suck out half the water along with any uneaten food and poop, replace with fresh water (add the correct amount of salt). If your tank is not big enough to get a heat, move it closer to a lamp, or increase the air temperature in your house. Bettas like water that is 80F, so try to get the water as close to that as possible.

It sounds like your Beta has what is called "Ick." The good news is that you can buy a bottle of drops to cure it. Look at your local pet store for the drops - the bottle ususally has the word "Ick" on the front label.
If in doubt, contact a member of the fist department at your local pet store - they are usually more than happy to help!

Sounds like your fish has ICH. You can buy something at the pet store for that it's only about 4 bucks and you put it in the water and takes care of it right away. Get some as soon as you possibly can. Good luck

sounds to me as if he has a common fish disease called ick. ick grows on the outside of fish and looks like a white film or in severe cases cottage cheese it can be treated by ick drops that you put into your fishes water bowl according to the amount of water. the drops are not expensive about 2.00 -3.00 for a bottle that will last you forever. good luck !!!!

Your betta probably has fish ick. You should go to the nearest pet shop and ask for fish ick tablets or something along that line.
