im in the same situation, you cant fart at my house with out my old nosy neighbors runnin to the window to see "whats goin on over there" i just go on about my business unless im doin something i dont want seen then i go to the back yard

I would agree to set up a camera to catch them watching you, but I would first talk to someone else so that another person can see it first hand. Also, if you are video taping them, you may be infringing on their rights, so you might want to check out if that is even legal to begin with.

Set up a video camera and take evidence of him/her watching u.. then turn it over to the police so they could take some kind of action

I would do something totally off the wall, make the call the police, then when the police get there, act like nothing happened. LOL
