Several things could be going on. First we need to know if you are on a DSL, Cable connection. Second, try emptying out your internet history (cache). Go to TOOLS; then INTERNET OPTIONS; then CLEAR HISTORY; and also clear out the TEMPORARY INTERNET FILES. You "should" see an improvement of "speed."

If you are using an wireless connection, there are good chances that the network is really busy or to have a bad signal. However, in order to identify the problem, I'd suggest:
1. Check if you have a good signal (again IF we talk about wireless connection). there is an icon in the tray-bar, elsewhere go to Start->Settings->Control Panel-> Wireless Network connection and check the signal.
2. If possible ask someone to connect to Internet from the same place you are connecting.
3. Try to connect from other place in the campus.
Hope it helps

It depends on the amount of bandwidth your campus has AND how many people are using it at one time. But two minutes to download a page??? That's insane! Sounds like you're better off on dialup.
