You can work doing a paperound at 13 in the UK, but you're not allowed to do more than 12-14 hours a week I think.

Yep, supposing that the owner wants to employ them.

However, they (the employer) needs to apply for a licence to employ them from the local council.

There are also restrictions on what type of work and how many hours the 13 year old can work.

yes, you can work from 13 on a part-time basis no more than 4 hours a day and in specified work. You need to ask your local education office since it is from local employment bye-laws. Try Education welfare for your local LEA.
You need to apply and get a permit to work, any respectable shopkeeper will know what the law says, otherwise ask for advice from your Citizens advice bureau.

Yes i think they can but it would only be for a few hours a week according to the law, mye x step son did it and he was only allowed to do it for a few hours something like 7 or 8 hours a week ,it is best to check the laws of employment out first

No ; This really depends on where you work, and where you live. Here in Missouri, places such as fast food or other large business's may hire at age 15, but you will earn minimum wage. Check around town to see who's hiring and at what age.

Yesbut they have yo have like a work permt in our area the local council issues a blue card I am in the Bradford District

yes, u can only work limited hours at your age, and will need a work permit, but you can have some jobs, such as working in a newsagents

you can work but know more than 12 hrs and you need to make sure your employer has carried out the appropriate isk assesments about you or else you might not be insured
