No. There are cultures, for example in India or in Greece, where they mean the opposite - up and down means no and shaking means yes.

No. As above some cultures have a sharp uplift of the head to mean "no" and a shake to mean "yes".
There is one universal item of body language - the smile.

In the Scandinavian countries, side to side means 'ja' or yes, and up and down means 'no' or no.
In India, they do a bobblehead kind of thing. I'm not sure what that means.

Not all, some countries in Africa may have different ways of expressing. In Papa Nu Geauni(cant spell) tribes have other ways of saying yes and no, i have seen it on documentries.

The only nonverbal cues that are recognized by everyone include innate facial expressions (such as surprise and saddness) and a few hand movements such as a making a circular motion over your stomach for "I am hungry"...
