I think it means, that newer brooms work better, than older ones.
And depending on broom design, it might be true, at least at first.
You probably need a new one any way, regardless of wether or not it has turbo speed.

New ones are well...new. They have more ability to stand up to the tests of the dirt on your floor. The old ones get worn out and get dust up inside them and it just isn't cool...cuz then you have to buy a new one!! I have shopping for cleaning supplies!!!!!!
