Its possible but you have to meet certain conditions in each game. like in R/S you have to beat the elite four. and in LG/FR you have to beat the elite four and get the ruby and saphire for celio at the sevii islands. once both games meet the conditions you can trade pokemon.

Absolutely, all GBA Pokemon games are compatible you just have to meet certain conditions
