Twenty-one modern states have a coastline on the Mediterranean Sea. They are:

Europe (from west to east): Spain, France, Monaco, Italy, the island state of Malta, Slovenia, Croatia, Bosnia and Herzegovina, Montenegro, Albania, Greece, Turkey, and the island Republic of Cyprus
Asia (from north to south): Turkey, Syria, Lebanon and Israel
Africa (from east to west): Egypt, Libya, Tunisia, Algeria and Morocco
Several other territories also border the Mediterranean Sea (from west to east):

The Crown colony of Gibraltar
The Spanish exclaves of Ceuta and Melilla and nearby islands
The autonomous monastic state of Mount Athos
The sovereign base area of Akrotiri and Dhekelia
The Gaza Strip (governed by the Palestinian National Authority)

Macedonia, Portugal, San Marino, Serbia, and the Vatican City, although they do not border the sea, are often considered Mediterranean countries in a wider sense due to their Mediterranean climate, fauna and flora, and their cultural affinity with other Mediterranean countries.

Going clockwise: Spain, France, Italy, Greece, Turkey, Syria, Lebanon, Israel, Egypt, Libya, Tunisia, Algeria and Morocco. In the middle of the Sea there is also Malta, Cyprus and the as yet internationally unrecognised Turkish Republic of Northern Cyprus. I make that 13 plus 3. Albania, Montenegro, Croatia and Slovenia have coastlines on the Adriatic. Gibraltar is a Crown colony and not a country in its own right.
