Long and Leans at the Gap are great. They have tall sizes online, so the rise will be longer than if you just buy the Long size in the store.
You should try them on there just to see how they work for your body type. I'm short and I got the petites online and they sit about an inch below my bellybutton, they're not super high like grandma pants, but they're not low like hoochie jeans.
If the tall size doesn't work from online, you can always return it to a store around you. The flare on them is really cute and they come in a lot of different colors!!!

I agree with Nikki, I wear a size 8 or 10 in long and lean jeans from the gap and they are perfect.
