If someone has created a large site, even if it has top navigation, users might need a sitemap to locate all of the pages. Sitemaps can help a user to find any or most pages accross the site, and saves them having to search through pages and pages of links.

it gives you quick and easy access to all sections of your site instead of having to wade through large numbers of menus that only slow you down
you'll also need the menus though to help people to access individual pages
