I'm afraid that I'll move into an apartment with a good price and then the utilities will be too much to afford. how do you find out the general price BEFORE you move in?

I always call the utility company. They will give you the average for the last year. If you get someone nice on the phone, they will even tell you the high and low months. Keep in mind that your usage will be different than the other persons. I have found that my electric does not change much from what I currently use since it is still my stiff (no electric furnace or a/c) but the gas is according to the house.

Ask the previous tenant. Ask the landlord. Or call the utilities company directly. They should be able to give you an average.
