I think first you need to prove there is a negative effect to watching TV. The studies I've seen indicate you would have a hard time making your point.
A bigger issue with modern kids is that they have so much free time. In a sensible society, parents are teaching children how to become adults, and by the time they are 12-13, they are involved in the day-to-day activities of helping around the house, as well as doing homework, and studying.
America has determined however that children should be allowed to remain children for at least 18 years, and assumes that somehow maturity will come to them in the night, like the tooth fairy. Instead we end up with 45 year old children, who cannot do their laundry on a regular basis, much less maintain a family.
The answer to this, as well as your question about Television would be the same though. Outside forces will mandate the changes required, because America will soon be full of nothing but children, and this society, as we know it, will collapse.

This is not a "society" issue. It is a parenting issue. Parents need to interact with their kids. Parents need to control the view habits of their children. Parents need to be parents instead of parking their kids in front of the TV and letting them suckle at the glass tit.

The TV 'big wigs' can stop producing all the CRAP they air on TV. Parents are NOT required to buy a TV - you can live without one. If they do buy one, then make sure you have your 'parental' controls set-up.
