I am working in a notebook but don´t know if there´s some software that allows me to do that.

Simply put...no. It is an input jack and is physically wired that way: to be an input. Software can't change that. Something neat though...if you do plug in speakers, they make lousy microphones and if you plug a microphone into a speaker jack, it makes for a lousy speaker (not being mean, just something I found out when I was a kid).

i have ac 97 5.1 surround sound and i go to control panel then sound effects manager and click on speaker configuration, there you can select your output type and when in 5.1 it allows your mic in to be used as a speaker out plug

No, hardware wise that port is wired diffrently and would require hardware modification to get that to be an output port instaed of input...

Only in anal does input equate to output.
