It was Plato that first suggested that perhaps the planets apparently illogical "wanderings" in the night sky could be explained by "uniform circular motion" by imagining rotating spheres within spheres, but he did not elaborate exactly how. Eudoxus took the challenge, and devised a set of 27 rotating spheres, divided among the heavenly bodies in the following way:

Sun---3
Moon--3
Mecury--4
Venus--4
Mars--4
Jupiter--4
Saturn--4
Stars--1

Notice that this is a GEOCENTRIC model, not a heliocentric one. This idea took root because of the following 2 assumptions that were made about the motion of the heavenly bodies:

1) That the earth was at the center of the universe
2) That the only motion possible in the heavens was perfecly circular, since the circle is perfection, and the heavens are perfection.

Both assumptions, of course, were later proven wrong. The earth is not at the center of the universe, and Newton's laws showed that planets will orbit in elliptical paths.
