There were two sticks that u used to toggle one main stick in the middle?Had non slip grip tape on it.

I think those were called Devil Sticks.
Some had tassels on the center stick ends, right?

They are called Devil sticks, although they do have other names. They are acutally still around if you look for them, you might be sucessfull at your local toystore if you are looking, or there are a few varieties on the website below.

What were they used for? I remember slap bracelets and scooters and hackey-sack, but no "sticks."
