It means the person saying that is a sex offender and is jealous of the other person. The word alleged is used so the person making the statement will not get sued in a court of law.

Beware of people making accusations as they themselves are probably guilty of the same thing.

Think for yourself, what is the motive of the person making the accusation. Do not just follow the crowd without questioning.
