Alright, alot of people here seem to think that female hormones help with changing a male voice to a more feminine voice, which is 100% wrong. What they usually do is slip into a falsetto voice, or try using a valley girl voice. Typically they sound really bad, but since the way you sound in your head is different to how you sound to other people they don't realize it, or care enough to change it. The voice surgeries that are available are not very good, and only those who want to sound female all the time would do it. Most crossdressers are men who like being men but enjoy exploring their feminine side too.

I do a good scottish accent and i can keep it up for a pretty long time if i remember to. its no different then with a crossdresser they pick a voice they like and then stick to it.....after a while it just becomes normal (kind of)

voice exercises that help train our vocal cords to maintain a higher pitch.
mathew b. hormones do not make a voice higher. estrogen does not affect the voice at all. the only hormone that affects the voice is the same hormone we try and suppress. testosterone will give someone a deeper voice.

crosdessers dress in the clothing of the opposite sex for gratification. there is a differences between cross-dressers and drag queens or men who feel like women trapped in a mans body.
the later usually have feminine attributes and mannerisms to begin with so its easier to hide.

Your question isn't that clear.
Eddie Izzard is a hilarious comedian whom I love deeply, is a transvestite, meaning he dresses in women's clothes and is straight, and he doesn't change his voice at all. He doesn't have to.
You're probably thinking of drag queens, or transsexuals.
