Stand on his doorstep, tell him you need it for a job right now, and stay there until he gives it to you. Then never lend him anything again.

You should now realize that you don't need to let your neighbor borrow anything else. Obviously, the neighbor is not very good at returning things. I watched this video on you tube with Chris Tucker and he said he had a neighbor quite similar to yours. He said "Have you ever had someone borrow something for so long you had to borrow it back?" That's what you need to do. Borrow the tool back!

If you really want the tool returned send a certified letter demanding return of the item or court.

Go over to his house early on a Saturday or Sunday and ring his doorbell until he gets out of bed. Then, tell him what tools he needs to return to you ASAP and do not leave until you get them.

I would go knock on his door and tell him you need all your tools back. Explain to him that you loaned him the stuff instead of giving it to him.

No brainer at the least.......Don't loan him any more tools!! Or, tell Hillary and they will "mysteriously " appear in her residential quarters next to where the billing records appeared.

I would ring the bell & the conversation would go like this:
you: Hey _____! Hows it going? Good good good...say I was trying to _____ and then I remembered you had my ____. Can I have it back I need it to finish my ______ that I am working on today?
Him: Oh! Can you come back?
You: No. I really need it. Thanks Buddy.
Just be direct & firm. I need my stuff. Now.
