Use a product called BAR KEEPERS FRIEND, you can get it at the Supermarket, rub lightly, and silver will shine after rinsing and buffing.

The one I saw said to put baking soda and boiling water into a disposable aluminum pie tin. I tried it and it works pretty well.

Don't use the alumimum pan method on silver-plate. It's very bad for the finish.
