My apartments dont use "energy efficient" appliances like Washer Dryers, as a result of which I have to pay more for my electric bill.

Where can i raise this issue to force the Apartment management to respond to this problem?

Unfortunately, your landlord does not have to comply with your request to replace your existing appliances with energy efficient appliances. What you may want to do is supply your landlord with literature to help change their mind.

No one can "force" the apartment owner to go out and buy all brand new appliances for you.

You knew what the appliances were when you signed your lease. If you wanted to negotiate new appliances, you should have done it before the lease was signed, although your rent would have probably been a whole lot higher if you had. You are getting exactly what you agreed to in the lease. You have a contract.

you can't -- they must furnish some appliances but the law does not state they must be energy efficient!

I don't think you can force them to, either, but maybe you can request it, or ask if you can buy your own and they can re-install their original ones when you move out. It's worth asking about. All they can say is no.
