An idea just like this is used for regenerative braking - the forward motion of the car is converted into electricity, which slows the car down. The car slows down because the energy causing the car to move forward has to be used up to make electricity. This is why you can't get free energy while the car is driving - the energy to make the electricity has to come from somewhere. Getting it from the motion of the car will cause it to slow down.

Some concepts have 4 motors to drive the wheels, and when you press on the brakes, the motors convert to generators and supply electricity to the batteries. Not sure if any are in production.
