Talk with the local radio stations, try to talk them into giving away a few small gift certificates on air in exchange for a small purchase of ad time.
Local newspaper, but avoid simply placing a classified ad.
Volunteer your services at a local charity event.

I think some folks confuse psychics with that Omnipresent One.
If you want to reach the locals then you got to get out there. Go to the local spiritual gatherings and do some networking. The more people you meet and befriend the more referrals you will have and the better steady clients.
Ask to leave your business cards at local spiritual stores or gem shops. Even art shows and galleries are good places to network.
Advertising is costly even in the local spiritual magazines. The cheapest alternative and even free in a few is to have a website and have your state and/or city listed on the home page. This way it shows high in the search for psychic + state when locals come a lookin'.
Contact the radio shows and television stations near you about doing readings or general talk on Valentines and Halloween. They love that cause it brings in viewers.

You don't need to advertise...you're a psychic, for crying out loud!
When someone needs your services, you'll know...so just get on the phone and call THEM.
Unless, of course...you're nothing but another damn fake. In that case, just give yourself some mumbo-jumbo name...Sister Rosemary or Brother Cedrick...slap one of them big signs (with the big red palm on it) in your yard, and take your chances with the rest of the shsyters.

How about going to a car boot sale and set up a stall there.
Its cheap and you have hundreds of passing potential trade. You could have some leaflets or business cards made and hand them out
