Is there anything I need to turn on on either the router or the laptop? or is there something else i need to do?

this is a toughy
first it sounds that the ip configuration is not set correctly, use the ipconfig conmand on the desktop pc and set the ip settings to the same on lap top.
if fails, then if using work group check work group name is the same on lap top as desk top.
also depends on protocol, for example desktop may be using netbeui and lap top is not (i dont know your operating systems)

hope helps

There should be a on/off switch somewhere on your laptop to enable the wireless, it's to save battery power when it's not needed.

I can't tell from your post if the laptop sees any networks at all, but it fails to detect any this could be the problem.
