how and can i enter my bamboo in the festivle contest

I can't find current information on entering, but I did find the number to the Fair Office as [phone]. I would give them a call. Since the festival is in September, they will probably just put your name on a list of vendors and let you know when it's time to enter.
Don't forget to also enter your bamboo in the county fairs. I would do the Jackson, Josephine and Douglas County fairs - in thier agriculture exhibits.
