most community colleges offer GED or HSE programs, you'd just have to go and ask about the programs they offer.

There are ged classes usually offered at night in every town/city or county. They aren't free but they are usually priced affordably.I know my county sends us a book of different night classes that are offered. I took a gre class at one.I want to say it was about 75$ Most are held at schools and highschools. Remember "Welcome back Cotter".
Sometimes different community organizations will help you get a computer. You should talk to your local social services department. They might be able to help you get one or get in you in touch with the right organization.I f you are a woman, you have more orgs. to help you out.

Call your local school district and ask for their adult education programs. My city has GED courses, ESL courses, and parenting courses that you can attend. They are usually scheduled at night so people can work.
