I mean, when you look at the NBA or the NHL, they have a maximum amount of money to work with, pay the players, the coaches etc... if they spend more then they get taxed one dollar for each dollar over the limit, that means if the salary cap is 50 million, if you spend 76 million you lose an extra 26 million off a luxury tax. Shouldn't they at least do that in European football?

No it ruined the NFL, that rule needs to stay in America.

It actually has been thought about but what big club in Europe will be in favour in moving towards that direction. The big clubs are represented by European Club Association, which is a form of a Union that fights for the best interest of the clubs. Going into Salary Cap can also cause violations of European laws, one being labor laws. Globalization of the game has really led to this non parity because the bigger clubs are the ones to benefit from it more than small clubs and this is true for clubs all over the world. South America has no salary cap either but parity does exist since many of these clubs barely make ends meet and most of their money come from exporting players to Europe or richer leagues. If you look @ Major League Soccer, the current collective bargaining agreement has really hurt this league more than it helps. The Salary cap is extremely low and many players making the bare minimum of 24 thousand a year is pathetic. Most of the players are not happy and calls for a strike has been yelled. As for the European leagues, there is more than one battle then winning the league being clubs fighting for the Champions League spots, Uefa cup spots and the relegation fight. So there are different battles to be fought. I'm not saying I am against the cap but I could see it from the other point of view
