I say Yomi cause Yusuke couldn't even match at his S class level power

Thibk dude. A saanin (medical), a founder of a village (wood), a water element user, sarutobi (earth and shadow), and the fourth with sealing and speed. Duh.

Yomi is a cheat. He had his son to help him at the last minute that is why he won against Yusuke.

If it was Yomi vs. All Hokage then it will be a draw, they are just as good as each other.

But if it was Yusuke vs. All Hokage then Yusuke will win.
