Check this as I am working from memory.

This is a substitution reaction, SN2 i believe.
Carry out in an excess of alcoholic KOH under reflux.
Try to have a rapid reaction to eliminate the parallel E reaction.

Boil up the 1-bromopropane with dilute aqueous NaOH. This is best done under reflux.
