His name is Derek. He was on quite a few episodes. He made Payton believe that he was her brother, but he wasn't. He was obsessed with her. He attacked her in her house one night. Lucas and her real brother Derek showed up and threw the Evil Derek out the window. When they got downstairs because the police were there, the evil Derek was gone. The evil Derek never went to jail because they couldn't find him.

peyton found out she has a brother. that guy pretended to be her brother, derek, but really, he was stalking her. he was supposed to be in jail after they found peyton's real brother, this guy in the army, but i guess he escaped and now he's back to terrorize peyton again.

i dont know his name, but earlier in the season he stocked peyton and posed as her brother. then he went missing.
