It's a made up advertising campaign for a body spray called "Axe"
In the commercials, the men using the scented spray are being rushed by women...which is called the "axe effect."
It is a fictional effect, and was made up for advertising purposes.

Cheap ads! All the girls I know are disgusted by the scent, and the mere sight of a can coming out gets us worried. I don't like the scent, and it's a turn-off for me. I see it, I go, "Put it away; I like you better without it."
