An I-20 is a document that is provided by a US college or university in order to obtain a student (F-1) visa. In order to obtain an I-20 you will need to apply for admissions at the college/university of your choice. Gather all admission requirements including financial statements required for the I-20. If you are accepted, the university will issue you an I-20. Once you have the I-20, you can go to the nearest US consulate and apply for a student visa (F-1 visa).

You apply to any college you like. A majority of colleges accept international students. Tuition varies from one school to another, as well as educational programs. Once you have chosen the school you want, you start contacting the school (by email preferably to save money) and apply. From there they will tell you how to obtain a student visa and issue you an initial I-20.

Remember, in order for you to get an I-20, the school must have your passport info, country address (not us), and then a Advocate of Support (this is a document stating who is going to support you while you study).

You don't apply for an I-20 specifically. You apply for admissions to an american college. If you are admitted, they will send you an I-20 which you can take to the embassy for your F-1 visa.
