Probably because he's Hannah Montana's dad
and she was extremely popular this past year. Billy Ray Cyrus all of a sudden became "cool" again.

They should call it "Dancing with the Washed-Up Stars". I envision next season (if there is a next season) Britney Spears and Michael Jackson will pair up.
