The first thing I would check out is your RAM. 512MG is a low amount of memory these days. You may want to upgrade if you have less than 1GB of RAM. Upgrading yourself is easy as the chips are just plugged into the board.
Another step would be to optimize your registry. There is software that does a great job. I use Registry Mechanic.
I would also suggest running disk defragmentor and/or dick clean up located under system tools.

Agree with Patrick D. Sounds like something is starting up that is slowing your boot up. Maybe a virus, malware, etc. Simply sound sliek something is killing the CPU pretty good, especially if other apps are slowing now. Try looking at the Event Viewer and see if their are any warnings/errors under applications and system... look for entries that match best the time you booted up and noticed this issue. Event Viewer (not sure what OS you have but in 2000 or XP its in Ctrl Panel>Administrative Tools) can help you find whats wrong. Also, after PC is fully booted try hitting CTRL+ALT+DEL, select Task Manager, and look at processes... see if something (other than "system Idle Process) is eating away %-wise at your CPU). Usually slow boot up and/or performance is attributed to a few things on average: Memory issues (not as likely but possible), bad driver, or virus/malware. Start the computer in Safe Mode (hit F8 during post and it will take you to safe mode start options). Try two things... select a step by step post... this will load drivers and some bios files one by one and let you know if there is a possible issue; pay attention if while one is loading it sits awfully long before moving on to the next). Also try just starting in safe mode and run a full virus scan. Another possibility is you may have a service starting on boot that is causing the problem. Still MUCH info needed to pinpoint and help you but these are good places to start.

Try the following website:
http://h10025.www1.hp.com/ewfrf/wc/genericDocument?lc=en&cc=us&dlc=en&product=424020&os=228&lang=en&docname=c00372177
It's the HP diagnostic site which may help some of your internal problems.
There's also a diagnostic through Verizon.net somewhere,, which will measure your throughput both downloading and uploading; ufortunately, I've lost the address. If you have Verizon, their DSL website is very helpful, patient, and can even log onto your computer from afar to help. Just call them.
Otherwise, it sounds like a bad virus infection, or other malware. You may be stuck with reformatting the whole hard disc. Sorry.

Your computer is running slow for any number of reasons. You may need to defrag the disk to tidy up the files. Delete stuff u no longer need, add more memory...but first and foremost, check it for spyware...that may be the problem. Once you get online, go to www.bitdefender.com and run the free scan....it may find something that shouldnt be there.

You most likely need to upgrade your memory if your system is running slow. Well, how much RAM (Random Access Memory) do you have on your system anyway? B/c if you can get on the internet w/o a problem, then its really the system.

You have a slow computer, not sure what you mean by "server". The time it takes for your computer to boot up does not have anything to do with your bandwidth speed.
