Whoever orders it.
The seller is under no obligation to have a survey for his property. So if the buyer wants one the buyer buys one. If the seller thinks that it would improve saleability the seller might purchase one.

if your the buyer...You could stipulate this as a seller cost when making offer...
if owner...expect the above..
usally this is a pretty petty cost for a residence ...not really something to lose a sale over...
