1) Know the teacher.
Look at past exams, talk to former students. they can give you the best indication of how much of the teacher's notes will help on tests.
2) Comparing notes vs the book
I've had some teachers and professors who literally taught from the book where all they did was reread a paragraph in the book. 0 change, no added information ... just textbook.
3) Examples
This only applies to math, science, economics, etc. If the teacher is expanding on an example in the book or doing one of the "homework" problems, pay close attention and write down the steps of how to solve it.
4) Key phrases
Your teacher says a lot and makes it difficult to know what to write down. usually the teacher will emphasize something over and over. That is a good indication you need to know what it is.
5) Personal stories
Teachers sometimes like to relate their personal experiences or just talk, these personal things have no impact come test time.
6) Shorthand
Make up or use your own symbols for phrases. (ie: w/ = with, w/out = without)
7) Work with others on taking notes. Most people will take notes in the class. Briefly compare with what everyone else wrote down. If you paid close attention and everyone seems to have the same gist of the topic, you should be ok.

Before you even start, make a note of your source

Use loose-leaf paper

Write clearly and leave a space between each note

Don't try to cram as much as possible onto one page

Use some system of tabulation

Don't attempt to write continuous prose

Don't string the points together continuously

Devise a logical and a memorable layout

Use a new page for each set of notes

Write on one side of the page only

Think more, and write less

Avoid being descriptive

Keeping the items separate will make them easier to recall

Notes should be abbreviated and compressed

Full grammatical sentences are not necessary

Use lettering, numbering, and indentation for sections and for sub-sections

Use headings and sub-headings

Use colored inks and highlighters

Keep topics clearly titled

Be prepared for the fact that you might take many more notes than you will ever use

Use a good pen
Draw a line down the middle of your notepaper.
In the small given margin on left behind pre-printed line, write key words during lecture. Draw an arrow from the word to next space over.
In the next space over write the definition, sketch a diagram, map, function, equation and if possible add textbook page number as reference.
Use the last space over to jot down notes on the theories, application, time-lines, whatever else is notable on that key word/phrase during lecture.
Use lots of paper.
Edit revise notes when you study for that subject.
Make your notes easy to read so you have a fantastic exam study source. 85% of what is on most tests is taken from lecture material.

What I like to do is write the lecture notes down, then when I get home or I'm ready to study for the test, I type the notes so they go through my mind again.

1) Make them legible.
2) Don't take down everything, only the important points.
3) Sub-divide (categorize) the areas of importance.
4) Boldly title the different sections and main topic of the notes.

I don't think you are going to get 20. but, here are a few, have a piece of paper handy, and a pencil, listen and write down what you hear that is meaningful. Read a book. Write down something from every paragraph. Review your notes, cross off what is not nesseccary to have. And write it again.

well... you should take notes on bolded, highlighted or words that need to be defined. also things that seem to be important... not things that are just nice to know.
