Yes, in most states you will need permission. If the tree is on a public easement, the responsibility for the tree belongs to the city or town. They could get really peeved if you put in a tree. You may move but the tre will stay. You might get approval but the town may only want certain types of trees.

Public property would be city property and yes you would have to get permission

You can't plant stuff on land that is public property.

usually you cant plant anything on the boulevard part. it all depends on your city's bylaws and permit requirements. like she said, check with city hall, the bylaw people or even just ask a knowledgable person at the biggest nursery in your area.
