Humans and goats do not have the same number of chromozomes, which is the main criteria for a successful conception.
Now, if a scientist got really bored, he could artificially create a a genetic code with goat and human traits in it, thus creating a half human half goat, but that would have to be done in a lab. A half-goat, hafl human can NOT be conceived by naturally.

No because Goats and Humans have a different number of chromosomes, and even if they did, they wouldn't match with one another's. For example, Humans don't have horns, and goats don't have toes.

No. The only way two animals of different species can reproduce is if they are very, very closely related (like lions and tigers), and even then, their offspring will be sterile.

Yes. Scientists and fertility clinics constantly look out for this situation and work very hard to prevent it, if they can (sometimes they just can't). The goat boys happen this way.
