No. And not only that, why would you WANT to go to a place that breaks the law by piercing underage? Because if they break one law, it means they break other laws too (like rules about sanitation).

Pennsylvania Commonwealth Law Prevents any piercing and/or tattooing establishment from piercing or tatooing and minor uder the age of 17 without direct consent of a parent of guardian. Since Philadelphia is in PA I doubt any place will want to go against the law.

Why would a shop risk a lawsuit from either your parents/guardian? Any credible business would not jeopardize their license or the possibility of being shut down!
