either or, yes join a club of something you like. Try out for a sport team. Take classes and actually talk to the ppl in your class. Throw a study party with some of those people.
Jus randomly say hey to people that you walk pass. You can meet new people everywhere, you just have to be friendly and open.

Join a club or get involved in something. Take a class. That's all I can tell you, I've been wondering the same thing for awhile.
Even if you are out of college, there are community colleges that allow you to take non-degree classes and clubs through your community center.
