A beggars menace is probably a product of the very society that you live, ever heard about socialism? An equitable distribution of wealth in a country? That would probably work, it takes away personal avarice and ensures that all have food, a roof and clothes

Do you mean the beggars on the streets or the beggars in Government and public establishments who expect you to pay them for doing their duty?
Street beggars menace is a social issue which can be eliminated by social welfare programmes by a honest government and NGOs with real social concerns (pitiable that both are doing things just for publicity sake)
As far as the beggars in uniform is concerned, it is we who should change by not entertaining them to meet our requirements.

Islamic Economic system is the answer to your question. If every body religiously paid 'zakat', insha Allah not just India but we will have no beggars in the world. Another thing is that the resources of the whole world are created for the entire humanity, but a select few want to enjoy most of it, leaving a whole lot of deprived humans.

be equal and fair to each and every person in your life. do to others, what you do for your very very dears and nears. try to mold others with love and sympathy. your love attitude can change the hearts in the long run. share everything u have u can. u can not stop corruption so easily. but u can clean ur own path. if majority of people will like ur thinkings and start following all around u i believe god will listen our prayers very soon .this is how darkness runs away when u switch on the light.
